Physically, although the games don't fit in either system, you can physically mod the consoles so the carts fit. So the region lock, at least with some game companies (Sega, definitely) stopped between those releases. So the region lock came in between those two releases. US Street Fighter II SCE is region-locked. JP Street Fighter II' SCE is region-free. After that period, most are region free again. I don't know if CD games check the base console for 50/60hz or English/Japanese. Of course only the CD unit's own region would change.

It'd make the CD unit boot on any console region, and not check region code of game discs. Weird as it sounds! You could use a flash cart to load a temporary region hacked bios. Because CD bios files can be loaded from cartridge. However this specific check is so flimsy it's laughable. They give an error message when attached to the incorrect one.
